The Police and Crime Commissioner, Simon Foster, is confirming changes to the way police buildings in the West Midlands will be used in future.

The Commissioner has approved plans, based on independent and impartial, operational policing proposals made by the Chief Constable, which will see a range of new or refurbished buildings brought into use, whilst other expensive and under-used sites will be sold or the leases left to expire.

The changes to the police estate support the new neighbourhood policing operating model, implemented by the Chief Constable, Craig Guildford. It will ensure more neighbourhood officers are working in local communities to keep people, families, business and communities safe and secure.

There will continue to be 10 Public Contact Offices across the West Midlands. In other words, a police station at which members of the public can attend, speak to a police officer and report a crime. 

The review of the police estate, comes at a time when significant cost pressures mean the force has had to make cuts of £28 million in 2023/24 and must make cuts of £21 million in the next financial year (2024/25). The West Midlands is seriously disadvantaged when it comes to police funding, due to a national funding formula, that fails to allocate resources fairly.

In the Black Country, Dudley is set to get a brand-new police station at Castlegate Business Park. It will have a Public Contact Office, so local people can attend, speak to a police officer and report crimes in person, Neighbourhood Policing Teams and Response officers, who are ready to be deployed to a 999 call at a moments’ notice. Mr Foster is also pleased to announce, that Tipton’s station has been saved from closure. Instead, it will continue to house Neighbourhood Policing Teams, alongside Response officers.   

In Birmingham, Quinton’s police building will be retained and will house Neighbourhood Policing Teams. Nechells will retain its current police base and the Neighbourhood Policing Teams will continue to use the site. Under previous proposals, both sites had been identified for closure. 

Meanwhile, Coventry will benefit from newly-refurbished police building at Willenhall Chace Avenue, which will house Neighbourhood Policing Teams, Response officers and a Custody Suite. The current police station, in the centre of Coventry, will be relocated within the city centre and will continue to provide a Public Contact Office and a base for neighbourhood policing teams. The existing building will not be disposed of, until a suitable alternative building has been located within the city centre. Money will be saved, by no longer building a new Custody Suite in the city. Instead, existing Custody Suites have been re-opened at Bloxwich in Walsall and Stechford in East Birmingham.

As was set out in the original 2018 strategy, both Acocks Green and Kings Heath police buildings, will be disposed of and officers will relocate locally and within the Local Policing Area.

Force Contact, where the public’s 999 and 101 calls are answered, is being centralised into one site at Park Lane in Birmingham. This replaces the four offices in Wednesfield, Birmingham, Coventry and West Bromwich.

The West Midlands Police and Crime Commissioner, Simon Foster, said: “When I was elected, I pledged to rebuild community policing. This investment will ensure a police estate that is fit for the 21st century.  

“The plan places significant importance on community policing and police officers, working in local communities, to prevent, tackle and reduce crime, to keep people, families, businesses and the local community safe and secure.

“Police stations are important, because they provide a reassuring and visible presence for communities. This plan will ensure the region retains as many as possible, whilst prioritising maintaining police officer numbers and managing a budget, that remains under severe pressure.

“10 Public Contact Offices, will be kept in place across the region.

“The new police estate, will strive to be greener and more sustainable than ever and I wholeheartedly support that.” 

Whilst the Chief Constable, Craig Guildford, said:

“Our investment in technology and a new approach to working in different ways will also help us continue to deliver while reducing the footprint of our costly estate.

“We will be working quickly to make these changes to our estate but I want to be clear with people. Our plan is evidence-based and there are key principles that guided decision making. This includes our pledge to provide locally accessible Public Contact Offices where people can visit us in person to access our services, Neighbourhood teams located in or very close to the communicates they serve and where we can share a site with partners this should be our preferred option, finally our emergency response services need to be located so that they can meet our urgent requests for help.”
