All police and crime commissioners must make and submit a transfer scheme for approval by the Home Secretary. The submission, which is the subject of this decision, sets out details of the staff to be transferred and the terms under which they transfer together with an explanation of the roles and functions being retained by the Commissioner and those transferring to the Chief Constable.
